Position: Airport Communications Specialist

Status: Non-Exempt

Reports to: Airport Operations Manager

Location: San Bernardino International Airport

Salary Range: $24.20 - $31.58 per hour with full benefits

DEFINITION :

Under direct supervision, the Airport Communications Specialist fulfills clerical, administrative, technical, and professional duties pertaining to Airport Operations associated with the Airport Communications Center including regular monitoring of multiple systems and operation of the mass communication system.

SUPERVISION RECEIVED AND EXERCISED:

Reports directly to the Airport Operations Manager, or designee. Provides no supervision to staff.

ESSENTIAL DUTIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties under the identified headers, and may be required to perform additional duties from those set forth:

  • Coordinates and assists with special projects, events, and programs.
  • Provides administrative support related to airport operations, noise abatement, and safety and security requirements set forth by the Federal Aviation Administration (FAA) and the Transportation Security Administration (TSA), such as Federal Aviation Regulations (FAR) Part 77, 139 and Code of Federal Regulations (CFR) 49, Part 1542.
  • Fulfills duties related to airport access control and access monitoring systems.
  • Provides excellent customer service to individuals contacted during the course of business
  • Participates in scheduled and unscheduled inspections with regulatory agencies.
  • Assists in the development and coordination of Part 139 mandated Emergency Table-Top and Full-Scale Emergency Drills.
  • Utilizes the Airport work order system to communicate issues and request work orders.
  • Performs safety and security support duties to include monitoring the CCTV system and dispatching calls as needed.
  • Monitors Airport "Ring-down" emergency telephone, and dispatches airport personnel as needed.
  • Performs airport non-emergency services as a dispatcher using multiple resources.
  • Operates and maintains the Airport Mass Communication System.
  • Provides clerical and operational support to Incident Command and may serve in the Airport Emergency Operations Center (EOC).
  • Establishes, maintains, and fosters positive and effective working relationships with those contacted in the course of work including the public, vendors, contractors, and agency staff.
  • Performs other duties as assigned. The employee will receive the training, instructions, and support needed to successfully complete any additional tasks that fall within the general scope of their duties and align with the operational needs of the agency.

Knowledge of:

  • Basic principles and practices of airport operations, airport security, airfield design and aviation management.
  • Applicable local, state, and federal rules and regulations governing airports.
  • Basic knowledge of aviation terms and acronyms.
  • Modern office practices, methods, and computer equipment and applications related to the work, including word processing, database, and spreadsheet applications.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Principles and practices of report writing and preparation
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and agency staff.

Ability to

  • Take initiative and use independent judgement
  • Interpret and apply applicable Federal, State, and local policies, procedures, laws, and regulations.
  • Prepare narrative and statistical reports, maintain, and prepare accurate records.
  • Prioritize multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to the completion of the twelfth (12th) grade supplemented by some college-level coursework in airport/aviation administration and 1 year of airport operations, security, dispatching, or related experience in a general aviation or commercial service airport.

Desired Qualifications (will not disqualify candidates from consideration):

  • Basic knowledge of FAA Part 139 and TSA 1542 regulation
  • Familiarity with airport security programs and standard operating procedures
  • Airport industry standards and principles of security and airport access control systems

Conditions of Employment:

  • Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
  • Successfully complete background check to obtain and maintain federally mandated security clearances where required.
  • Completion of a 10-panel drug screen for all substances deemed illegal by the Federal Government

PHYSICAL DEMANDS:

Must possess mobility to work in the Air Operations Area (AOA), airport facilities and surrounding premises; strength, stamina, and mobility to perform medium physical work, to operate varied tools and airport-related equipment, and to operate a motor vehicle and visit various airport sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves a combination of fieldwork requiring walking in operational areas to identify problems or hazards and sitting for long periods of time. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification may require to bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

ENVIRONMENTAL ELEMENTS:

Employees work in primarily in an office environment, some duties will be carried out in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
