Assistant Director Ponca City Broadband

DEFINITION

Responsible for the day?to?day management and operations of the division, including budget preparation and oversight, staff and vendor management, performance monitoring and reporting, customer installations and service, and system operations.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Technology Services Director. Directly manages mid?level supervisory/management and line staff.

ESSENTIAL FUNCTIONS

  1. In the absence of the Technology Services Director, has full management responsibility for all Broadband services, systems, and employees.
  2. Generate and manage work orders to include customer scheduling and installations, field repairs and testing, and central office electronic equipment.
  3. Manage the FTTH inventory/mapping records systems.
  4. Provide superior customer service to maintain the existing high level of customer and stakeholder trust in Ponca City Broadband.
  5. Assist in preparing the department budget, budget implementation, and forecasting.
  6. Understand, interpret, and/or develop engineering plans for customer service area expansion projects.
  7. Manage contract employees doing installation and/or construction work.
  8. Produce quarterly and annual FCC reports regarding services provided.
  9. Perform other special projects or duties as assigned.


QUALIFICATIONS

Knowledge of:

  1. Principles of staff supervision, training and performance evaluation.
  2. Must have the ability to work well with people with an emphasis on extraordinary customer service skills.
  3. Practical knowledge, skills, and abilities of fiber optic networks specifically related to engineering/design, construction, and daily operations.
  4. Knowledge of the telecommunications industry including GPON FTTH, Network routing and switching, and fiber optic network topologies.
  5. Intermediate to advanced skills in analytical thinking and problem solving, identifying local and long?distance service issues, resolving complex problems involving multiple vendors.
  6. Ability to read and interpret documents such as maps, staking sheets, as?built diagrams, fiber inventory systems.
  7. Ability to work independently and make sound technical decisions.


Responsibilities

  1. Multitasking in a fast?paced, service?providing capacity.
  2. Plan, organize, coordinate and direct day?to?day workload requirements.
  3. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  4. Interpret and apply Federal, State and local policies, laws and regulations in conjunction with the Standard Operating Policies of Ponca City Broadband.
  5. Communicate clearly and concisely, both orally and in writing.
  6. Establish and maintain effective working relationships with those contacted in the course of work.


Experience and Training Guidelines

Experience

  • Five or more years of experience in an upper management or administrative level position.
  • 10 years overall experience in data communication networks, fiber outside plant construction/installation/maintenance, and/or providing internet service to subscribers.


Training

  • Bachelor degree from an accredited college or university is required.
  • Major coursework in Telecommunications, Information Systems, or Data.


License or Certificate

  • A college degree is required.
  • Any Technology Services and/or FTTx certifications are a plus.
  • Communication Systems preferred.

Environmental Conditions

Primarily an inside environment, however, there are situations that may require field site deployment and/or irregular work hours.

Physical Conditions

Essential and marginal functions may require maintaining the physical condition necessary for lifting, walking, climbing, and sitting for prolonged periods of time.
