Job Description

Overview:

Talent Catalyst is seeking a Business Info/Functional Analyst to support our DC Government client in the implementation of the Summer EBT (S-EBT) Program . This role will focus on analyzing program requirements, developing functional documentation, and ensuring seamless integration of technology and operational processes within the S-EBT program. The ideal candidate will have strong experience in business process analysis, system implementation, and stakeholder engagement within public sector programs .

Responsibilities:

  • Gather and analyze business and technical requirements for the successful rollout of the S-EBT program .
  • Document functional specifications, workflows, and system requirements to support program implementation.
  • Work closely with government stakeholders, IT teams, and program managers to ensure accurate translation of requirements into system functionality.
  • Conduct gap analysis and impact assessments to optimize operational processes and program delivery.
  • Support data analysis, system testing, and reporting functions to ensure compliance with federal and local guidelines.
  • Provide user training and process documentation for program staff and stakeholders.
  • Identify and troubleshoot operational and system-related issues , working with IT teams to resolve them effectively.

Qualifications:

  • Bachelor’s degree in Information Systems, Public Administration, or a related field.
  • 5+ years of experience as a Functional Analyst, Business Analyst, or similar role in government or public assistance programs .
  • Strong experience with EBT, SNAP, or human services-related programs is preferred.
  • Proficiency in business process modeling, workflow analysis, and documentation tools .
  • Experience in data analysis, system implementation, and stakeholder engagement .
  • Strong communication skills and the ability to work across multiple teams and agencies .
