Description Of Job The Lottery’s mission is to grow revenue responsibly in order to maximize proceeds for outdoor recreation, conservation and schools for the good of all Coloradans. What We Do The Security & Investigations unit ensures the physical and logical security of the Lottery Division, including background checks, cybersecurity, system integrity and oversight of audits by outside vendors; oversees criminal investigations and integrity stings to enforce Colorado criminal laws and Lottery regulations/policies. The unit processes all applications for retailer licenses and renewals, enforces administrative compliance by retailer licensees, ensures secure transportation of Lottery tickets and equipment, and efficient/secure operations of the warehouse. Primary Job Duties The Lead Criminal Investigator serves as the work lead for the Criminal Investigations team and reports directly to the Chief of Enforcement. The role provides operational guidance, assigns and monitors investigative caseloads, leads complex statewide cases, and assists with strategic planning, performance feedback, and scheduling. It is the primary investigative point of contact for multi‑jurisdictional and sensitive cases, maintains confidentiality of sensitive information, and serves as a backup Agent‑in‑Charge. The Lead Criminal Investigator also assists with hiring processes when vacancies occur and performs additional duties as delegated. Criminal Investigations & Enforcement Conduct complex criminal investigations involving suspected violations of Titles 18, 24, and 44, including interviewing witnesses, executing warrants, preserving evidence, and preparing court‑ready reports. Lead integrity enforcement operations, including underage compliance stings, ticket reconstructions, and security threat assessments at retailer and Lottery locations. Determine investigative methods, legal resolutions, and law‑enforcement actions based on severity, evidence, and best practices; recommend charges or administrative actions. Maintain POST certification and ensure ongoing training, compliance with statutes, MUSL rules, and 1 CCR 206‑1 Lottery Rules. Work Lead Assign, monitor, and track investigative and background cases to ensure accuracy, timeliness, and compliance with operational expectations. Serve as the lead investigator and primary point of contact for complex or statewide cases; coordinate with local, state, federal, and national law‑enforcement agencies. Provide input to the supervisor on work schedules, performance feedback, workload distribution, training needs, and case documentation quality. Review case reports, address customer service inquiries, resolve investigator conduct concerns, and coordinate after‑hours calls or emergent security issues. Background Investigations Conduct in‑depth background investigations for retailer licenses, Lottery employees, vendor personnel, and corporate applicants, including criminal, financial, tax, and civil disclosures. Prepare comprehensive written reports and make independent recommendations regarding applicant suitability and compliance with statutory and regulatory standards. Assist with corporate background reviews for potential contract awards, including financial analysis, risk assessments, and review of complex business structures. Apply statue and rule requirements (C.R.S Title 18, Title 44 Article 40, MUSL Rules, 1 CCR 206‑1) to evaluate accuracy and completeness of disclosures. Security and Administrative Duties Prepare detailed investigative reports for non‑criminal incidents and security‑related complaints; document and resolve security incidents using established procedures. Provide physical security support at DOR facilities as needed, including evaluating threats and applying appropriate law‑enforcement responses. Issue ID badges and determine appropriate facility access levels based on security policies and least‑access principles. Deliver training and presentations to agency staff, industry partners, and external stakeholders on investigative practices and security programs. Duty Locations 1351 5th Street, Denver CO 80204 225 North Main Street, Pueblo CO 81003 Minimum Qualifications Minimum one of the following: Eight (8) years of full‑time professional investigative experience in a regulatory environment, including two (2) years in a lead or supervisory capacity, and a valid Colorado POST certification actively maintained. Bachelor’s degree in a related field (e.g., accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law, psychology, sociology) plus two (2) years of full‑time professional investigative experience in a regulatory environment, two (2) years in a lead or supervisory capacity, and a valid Colorado POST certification. Necessary Special Requirements Must possess a driver’s license. Must possess a valid Colorado POST certification actively maintained. Necessary Qualifications Successfully pass a background investigation and a tax check prior to appointment. Must possess a valid Colorado POST certification actively maintained. Be able to pass a pre‑employment background check. Pass a pre‑employment Physical and Psychological evaluation. Willing to work nights, rotating shifts, weekends, holidays, and maintain on‑call status while off‑duty. Maintain proficiency and qualification with firearms and other defensive equipment as required by Colorado POST. Attend all DOR compliance training modules. Certify and maintain certification in arrest control techniques. Willing and able to perform heavy lifting, carrying, or otherwise moving objects, occasionally up to 100 pounds. Preferred Qualifications Knowledge of Colorado rules and regulations related to Lottery. Demonstrated communication and interpersonal, oral, and written communication skills. Experience supervising administrative investigations in a regulated environment. Problem‑solving and troubleshooting skills. Ability to plan and organize. Ability to complete reports in a thorough, accurate and concise manner. Experience with rule‑making processes. State experience. Conditions Of Employment Must possess and maintain a valid Colorado driver’s license at time of application. Must be 21 years of age or older. Must be able to pass a background check. Candidate may be required to pass a pre‑employment drug screen. Travel is required as needed. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions may require scheduled background investigations. Workers who will drive a state‑owned vehicle must maintain a safe driving record and a valid driver’s license. Motor Vehicle Records (MVRs) will be pulled for workers assigned state fleet vehicles, required to operate a vehicle, or utilizing a state fleet vehicle as a pool vehicle.
