Job Description

This assignment is open to all regular and temporary employees currently on the King County payroll. Applications from the public are not being considered at this time. King County Superior Court is seeking a Diversity, Equity and Inclusion (DEI) and Training Program Manager. This assignment initially will focus on implementing the Court’s first DEI strategic plan and roadmap and overseeing the formation of training programs for Superior Court employees. This assignment is anticipated to last until December 31, 2025. DEI: The incumbent will serve as a technical resource for Superior Court’s DEI Initiative and develop effective programs, policies, and procedures to support the implementation and long-term success of the Court’s DEI initiative and yearly work plan activities. Work will be performed collaboratively as well as independently to promote and incorporate a DEI lens into employee training and development and proactively identify opportunities to advance the Court’s DEI initiatives. The incumbent may manage complex programs or projects and lead project work teams. Training Programs: The incumbent will transition informal training into a formal, structured, and comprehensive training program focusing on fundamental job duties of Superior Court employees. They will work closely with Superior Court management and judicial officers to identify training requirements and develop training plans for new and existing employees and continually evaluate training courses to assess their effectiveness. The incumbent will leverage experience with instructional methods, team coaching, and skill development, and maintain a focus on diversity, equity, and justice. The incumbent may directly conduct training or through external partners to ensure that all employees are properly trained to carry out the court’s policies and strategic goals utilizing best practices. Work Schedule and FLSA Status: This is a full-time assignment. The hours of work are typically between 8:30 a.m. and 4:30 p.m. Monday through Friday. This assignment is exempt from the overtime provisions of the FLSA. Work Location: The primary work location is the King County Courthouse located at 516 3rd Ave, Seattle. Work at other locations may be required. Intermittent remote work may also be available for this assignment in consultation with the supervisor. Responsibilities: Conduct training needs assessments and develop training plans to enhance the effectiveness of individual staff, work groups, and court-wide. Confer with management, supervisors, and employees to gain knowledge of training needs and requirements. Prepare course training materials, in consultation with court management and judicial officers to ensure a detailed understanding of training subjects and processes. Create audiovisual, printed, and online materials. Schedule and conduct training sessions throughout various locations using a variety of different models (e.g., one-on-one, classroom, video). Continually evaluate through a variety of methods training courses to determine the effectiveness of training strategies; modify and update as appropriate. Remain current on developments in training and instructional methodologies, including technology enhancements, and methods of enhancing diversity and inclusion. Serve as a subject matter resource on diversity, equity, and inclusion, and manage the implementation of the Court’s DEI Strategic Plan and implementation roadmap. Assist judicial officers, court leaders, and staff in translating the Court’s DEI strategy and objectives into attainable goals and plans. Develop work plans, prepare reports, and provide findings. Research and share current best practices to drive the court’s strategy. Work independently and collaboratively to create tools and resources that support the adoption of practices and behaviors that enable a diverse and inclusive workforce. Organize and/or present workshops, seminars, and forums to provide DEI education, training, consultation, and guidance designed to achieve measurable long-term behavior change in the awareness and demonstration of inclusive behaviors and enhanced customer service delivery. Benchmark effectiveness of the Court’s DEI efforts and ensure best practices are implemented by staying informed of leading trends and issues. Coordinate work done by teams and workgroups. Provide leadership to project teams or work groups. Coordinate review/comment processes related to projects or programs. Act as Lead Staff for the Court’s DEI Committee. Perform other duties of a similar nature and level as assigned. Required Qualifications: Graduation from an accredited college or university preferably in adult education, public administration, criminal justice, or related field and/or three (3) years of experience in program or project management. Knowledge of multiple training methods and adult learning styles. Ability to develop training curriculum. Ability to be an effective facilitator in a group setting. Able to analyze, organize, and prioritize work. Expertise and competency in diversity, equity, and inclusion principles, best practices, leading trends, and issues. Ability to effectively engage in and sustain relationships with people from diverse cultures and socio-economic backgrounds, and at all levels of the organization. Advanced interpersonal and written communication skills; ability to work with all levels of judicial officers and employees. Proficient with Microsoft Office programs; able to learn specialized software. Preferred Qualifications: Working knowledge of King County Superior Court’s organizational structure and culture, and functions and programs. Necessary special requirements: The ability to reliably travel throughout the county is required, including to the King County Courthouse - 516 3rd Avenue, Seattle, WA 98104, and the Maleng Regional Justice Center - 401 4th Avenue N., Kent, WA 98032 and the Patricia Clark Children and Family Justice Center - 1211 East Alder Street Seattle, WA 98122 on occasion.
