Starting Salary: $34.10/hour (minimum) to $41.95/hour (midpoint), commensurate with experience

Key Responsibilities:




  • Program Leadership:
    Manage and administer programs funded by the Community Development Block Grant (CDBG), HOME Investment Partnerships Program, and Columbia Community Land Trust.



  • Employee Supervision:
    Lead and evaluate a team of employees, overseeing training, development, and performance while fostering a culture of collaboration.



  • Strategic Partnerships:
    Work closely with city officials, financial institutions, developers, and nonprofit organizations to identify housing needs and implement affordable housing strategies.



  • Community Engagement:
    Promote awareness of affordable housing initiatives through media outreach, presentations, and education programs.



  • Grant Administration and Compliance:
    Monitor HUD regulations, ensure compliance with NEPA environmental reviews, and manage federal reporting requirements.



  • Policy Development:
    Prepare legislative proposals and reports to support housing and redevelopment policies.

Qualifications:


Education:


  • Bachelor’s Degree in Public Administration, Business, or a related field.

Experience:


  • 5–7 years in housing, community development, or related fields.

Licenses/Certifications:


  • Valid driver’s license.

Preferred Skills and Knowledge:


  • In-depth understanding of HUD regulations, CDBG, and HOME programs.

  • Strong communication and interpersonal skills to lead teams and foster partnerships.

  • Ability to manage budgets, solve complex problems, and handle challenging situations with composure.

  • Proficiency in Microsoft Office, Google Suite, and data analysis tools.

Work Environment and Schedule:



  • Environment: Office-based with occasional fieldwork.

  • Schedule: Monday–Friday (8:00 AM–5:00 PM), with some evening work required.

  • Physical Demands: Primarily sedentary, with occasional light lifting (up to 10 lbs).
