Open-Source Intelligence Analyst, Grant Service Specialist III (NCS) - Baltimore Police Department Join to apply for the Open-Source Intelligence Analyst, Grant Service Specialist III (NCS) - Baltimore Police Department role at City of Baltimore Position Overview We are seeking a highly skilled and motivated professional to fill the position of Grant Service Specialist III for the Open-Source Unit and Intelligence Analysis Unit in the Data Driven Strategies Division of the Baltimore Police Department. The successful candidate will support the collection, analysis, and dissemination of intelligence from various sources to inform operational strategies, improve public safety, and contribute to crime reduction initiatives. This role requires strong analytical skills, a deep understanding of open-source data, and the ability to collaborate across departments and agencies. Responsibilities include identifying patterns, assessing threats, and providing actionable insights for decision-making. Essential Functions Operational Intelligence: Provide timely intelligence to support investigations, officer safety, and crime reduction efforts. Open-Source Intelligence Collection & Analysis: Collect and analyze data from social media, news outlets, public records, and specialized platforms. Investigative Support: Conduct research on crime patterns, criminal groups, and threats. Reporting & Briefings: Prepare reports, bulletins, and briefings for leadership and stakeholders. Data Synthesis & Risk Assessment: Analyze large datasets to identify patterns and assess risks. Collaboration: Work with other analysts, law enforcement, and external partners. Ethical & Legal Compliance: Ensure activities adhere to legal and ethical standards. Tool & Software Utilization: Use software like SQL, Python, Power BI, ArcGIS, and databases. Strategic Input: Contribute to policy development and operational strategies. Education and Experience Requirements Bachelor’s degree in Intelligence Studies, Criminal Justice, International Relations, or related fields. Minimum 2 years in law enforcement analysis, intelligence analysis, or open-source analysis. Knowledge, Skills, and Abilities Proficiency in intelligence analysis software (i2, PennLink, ArcGIS, Cellebrite, CellHawk, NightHawk), SQL, Python, Excel. Experience with open-source intelligence tools for social media and online research. Strong analytical, critical thinking, and communication skills. Ability to work independently and collaboratively.
