RECREATION SPECIALIST (Recreation Aide 5-Certified Official)

Clinton City Recreation, UT

GENERAL PURPOSE

Officiate recreational and competitive athletic or sporting events. Detect infractions of rules and decide penalties according to established regulations. Intervene in altercations between opposing players and coaches to resolve conflicts.

DUTIES AND RESPONSIBILITIES

  • Provide knowledgeable interpretation of the rules pertaining to various age groups, leagues and sport standards.
  • Use proper signals to make other game officials, participants, coaches and spectators aware of infractions.
  • Attend regularly scheduled events, games or programs to ensure that fields and facilities are ready and safe for use.
  • Set up equipment and ensure the availability of program resources. Ensure proper maintenance, set up and take down of equipment on fields or in facilities.
  • Ensure the safety and security of recreation participants, spectators, coaches and facilities.
  • Serve as an official departmental representative at events, games and programs.
  • Make decisions regarding player and team eligibility. Mediate disputes between players, spectators and officials; resolve claims of rule infractions or complaints by participants and assess any necessary penalties according to regulations. At times may need to eject players, spectators or coaches from programs and facilities for sportsmanship, behavior and language issues. Research and study players and teams in order to anticipate issues that might arise in future engagements.
  • Educate participants, spectators, and coaches about rules, regulations, policies and procedures. Control games, activities and events by enforcing the established rules, regulations, policies and procedures. Provide information to program participants and the general public.
  • Ensure games and programs are run in a fair and equitable manner. Make final determinations related to winning team; causes and the need to declare forfeitures.
  • Ensure the activities and events remain on schedule.
  • Assist in field preparation and maintenance as necessary. Maintain cleanliness of the field or facility by picking up litter and other items left on fields or at facilities.
  • Direct a Site Supervisor to participants, spectators, coaches and employees who need First-Aid, CPR or other assistance.
  • Direct a Site Supervisor to participants, spectators or coaches who need to be escorted off the field or facility.
  • Prepare Incident Reports and other written documents as needed and return them to the Site Supervisor, Recreation Supervisor, Coordinator or Director.
  • Perform related duties and responsibilities as required.
  • Instruct, mentor and assist in training other Recreation Aides.

SUPERVISION RECEIVED

Work under the immediate supervision of the Site Supervisor and the general supervision of the Recreation Supervisor, Recreation Coordinator and Recreation Director.

SUPERVISION EXERCISED

Provide close supervision to players, coaches and spectators concerning their conduct and the official scorekeepers concerning statistics of the game.

MINIMUM QUALIFICATIONS

  • Must be at least 18 years of age or older.
  • Must have a Highschool Diploma or GED
  • Must have a minimum of four (4) years experience working as an official
  • Must meet the requirements on the Recreation Aide 5 Qualification Checklist

CERTIFICATIONS

  • High School Level Officiating Certifications (UHSAA)
  • College Level Officiating Certifications (NCAA, NASO)
  • Sport Governing Body Certifications (USA, USSSA, USSF)
  • CPR and First Aid Certifications

ADDITIONAL QUALIFICATIONS

Knowledge, Skills and Abilities

Knowledge of the methods and techniques of operating recreation programs, team sports management, community and public relations; equipment, facilities, operations and techniques used in a comprehensive recreation program; basic mathematics.

Skilled in working with external customers and members of the public on a regular basis; conflict resolution and communication skills to be able to resolve possible adverse situations.

Ability to establish and maintain effective working relationships with colleagues, employees, various age groups, other organizations and the public; communicate effectively, verbally and in writing; positively communicate with the public in difficult situations; withstand physical demands required to officiate games; make quick judgments; work well under pressure; exhibit patience and empathy when working with the public.

  • This position performs in a building with appropriate climate controls and in outdoor conditions with weather extremes, depending on the season. Regularly works in potentially hazardous conditions with equipment, which, if not used correctly, could injure or hurt others. The noise level in the work environment can be moderately loud. Tasks require a variety of physical activities, which may involve muscular strain, related to walking, jogging, running, standing, stooping, sitting, reaching, lifting, raising arms up and down, etc. Communication such as: talking, hearing and seeing is essential to job effectiveness. Common eye, hand and finger dexterity is required to perform most essential functions and tasks. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving.
  • Monday - Friday evenings, weekends and holidays may be required. Some early mornings and mid-day shifts may be required. This position has changing work hours and those hours vary depending on scheduled events, games and activities.
  • Position is subject to random drug and alcohol tests.

  • While performing the duties of this position the employee is frequently required to stand, walk, jog, run, sit, talk, hear, see, drive, climb, bend, balance, stoop, kneel, crouch, crawl, push, pull, feel, reach, lift 50-75lbs, grasp, blow a whistle, twist above the waist and bend at the waist. The employee may work for sustained periods of time maintaining concentration and attention to detail. Specific vision requirements for this position include close vision, distance vision, peripheral vision and depth perception. The employee is also required to be able to coordinate two or more limbs while sitting, standing or lying down.

CRIMINAL HISTORY BACKGROUND CHECK

Successful applicants must pass a pre-employment background check following a conditional offer of employment if they are over the age of 18.

CONCUSSION CERTIFICATION

Successful applicants must pass and submit a copy of their certification within two (2) weeks of employment.

PREVENT CHILD ABUSE UTAH TRAINING

Successful applicants must pass and submit a copy of their certification within two (2) weeks of employment.

MOTOR VEHICLE REPORT

The driving record of successful applicants may be obtained by the City.

QUALIFICATIONS AND CERTIFICATION REQUIREMENTS

Successful applicants must submit a copy of the above certification requirements when requested.

COMPENSATION AND BENEFITS

This position is Seasonal, Temporary, Non-Exempt (Hourly) with no benefits. The compensation for officiating games is $27.00-$75.00 per hour depending on experience, qualifications and certifications. Incumbents are typically hired at the minimum. When scheduled to work shifts other than officiating the pay range will vary depending on the task assigned and years employed.
