We are seeking a Senior Plans Analyst – Quality Assurance (QA) with immediate availability that will thrive in a challenging and rewarding process-oriented environment in support of the U.S. Marine Corps Prepositioning Programs at Blount Island Command (BICmd).

Location:

• This position is located in Jacksonville, FL , with potential for CONUS/OCONUS travel in support of Marine Corps Prepositioning Programs.

Responsibilities:

• Manage and oversee a team of planners responsible for developing squadron- and ship-level load plans in ICODES, container/pallet estimates, and Capability Set updates.
• Lead the Quality Assurance (QA) process for all deliverables, ensuring accuracy and compliance with HQMC guidance, Prepositioning Objectives (POs), and mission requirements.
• Support the full Tailoring process, including documentation of TAMCN changes, SL-3 associations, capability package updates, and operational considerations.
• Participate in Tailoring Conferences, OPTs, Capabilities Assessment Reviews (CARs), and MMC planning cycles, capturing system requirements and documenting planning assumptions.
• Oversee the preparation, review, and submission of plan change requests, QA reports, and supporting documentation within required timelines.
• Develop and implement QA tools, methodologies, and checklists to validate accuracy of MCPIC and ICODES data inputs.
• Coordinate closely with Government leadership to identify and resolve discrepancies in equipment configurations, mission set allocations, COMSEC/CMS material, and armory/weapons association plans.
• Ensure all planning documentation (load plans, estimates, change logs, tailoring minutes) is properly maintained, updated, and delivered per contract requirements.
• Provide mentorship to junior planners and analysts, ensuring team adherence to QA standards and best practices.
• Support process improvement initiatives, helping to refine the Prepositioning Tailoring process, drafting updated Marine Corps orders, and enhancing quality controls across the planning enterprise.

Required Qualifications:

• Certifications in Program/Project Management, QA, or Logistics Planning.

Security Clearance:

• US Citizenship required
• Ability to obtain and maintain a US Security clearance at the minimum level of Secret

Education and Experience:

• Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or related field.
• BA: 5–8 years of experience, HS: 9–12 years of experience.
• Experience leading QA efforts in logistics planning, data management, or prepositioning support.

Preferred Additional Skills:

• Strong knowledge of Marine Corps Prepositioning Programs (MPF, MCPP-N, MCPP-PHIL).
• Expertise in ICODES load planning, MCPIC data management, and sustainment posting.
• Experience developing and implementing QA tools and methodologies.
• Familiarity with Marine Corps and DoD logistics systems (TFSMS, GCSS-MC, OIS).
• Strong organizational and analytical skills to evaluate planning assumptions and validate system outputs.
• Excellent communication and leadership skills, both written and verbal.
• Ability to work independently and collaboratively in a joint contractor-government team.
