GENERAL PURPOSE:
Performs a variety of entry level technical operational duties related to maintaining daily operations of the city water treatment plant and water production system, including wells, springs, and reservoirs.

Works under general supervision of the Water Plant Supervisor.

None.
ESSENTIAL FUNCTIONS
Monitors Water Plant and related production operations on an assigned shift; tracks all aspects of the culinary water system, water purification and treatment processes and records and documents observations including levels, pressures, chemical applications, etc.; participates in projects such as well house construction and repair, treatment plant maintenance, pump maintenance and installation.
Conducts water sampling and delivers to a State-certified laboratory for analysis; monitors chlorine levels; tests water using DPD tester to assure proper chlorine residual levels; reads water flow meter, chlorine pound per day gauge; calculates chlorine dosage and makes proper adjustments.
Performs repairs and maintenance on pump stations, pumps, valves, wells, cleaning of reservoirs, etc.; using SCADA system and HMI instruments, monitors city water well storage levels; ensures proper maintenance of telemetering, electrical, pumping, chlorinating and storage equipment; tests fuses and resisters using OHM meter; replaces fuses and resisters as needed; maintains records of water lines, pumps and valves, storage levels, etc.

Maintains production records; prepares monthly, quarterly and annual reports; reviews monthly water samples and sends the report to the E.P.A. and the Board of Health; implements changes to achieve the desired results; ensures reports are completed accurately and completely.
Performs inspection of City waterworks including the storage reservoirs, pumps, wells, sources of supply, etc.; assures proper equipment maintenance and assists as necessary.
Responds to emergency calls twenty-four hours a day; determines necessary personnel and materials needed to solve the problem.
Performs related duties as required.
MINIMUM QUALIFICATIONS
1.Education and Experience:
A. Graduation from high school
AND
B. One (1) year of experience in construction, maintenance or repair of water production or distribution systems;
OR
C. An equivalent combination of education and experience.
2.Knowledge, Skills and Abilities:
Some knowledge of water supply and distribution systems; surface drainage and water collection practices; principles of supervision; construction requirements for water distribution and pumping systems; hazards and precautions associated with trench work and water line construction; state or federal regulations governing installation and maintenance of water systems; water quality laws; considerable knowledge of budget preparation and fiscal management. Some knowledge of interpersonal communication skills.
Ability to make accurate decisions in emergency situations where consequences of error could be costly; communicate effectively verbally and in writing; plan and organize work of subordinate personnel; evaluate employee performance and make related decisions for the good of city service; enforce related policies, procedures, regulations, and standards without partiality; develop effective working relationships with public and private managers, department heads, subordinates, and the public.
3.Special Qualifications:
Must possess a valid Utah driver's license
Must be able to lift 50-75 pounds.
Must be willing to work on-call duty and 24-hour standby.
Must become a Utah State Water Treatment Operator Certification level I within two test cycles.
4.Work Environment:
Tasks require variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching. Talking, hearing and seeing essential to performing required job functions. Common eye, hand, finger dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking. Daily local travel required in normal course of job performance.
As per Washington City policy and/or procedures, a background check, and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment.
