Position Summary
Under general supervision, relieves sworn police officers of nonhazardous police-related duties, acts as a liaison between the community and Police Department for crime prevention purposes, coordinates service needs for events, enforces parking and vehicle abatement regulations, and performs related duties as assigned.
CLASS CHARACTERISTICS
Community Service Officer I is the entry-level position in the series. Initially under close supervision, incumbents learn Police Department and City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This class is alternately staffed with Community Service Officer II . Advancement requires completion of a one-year probationary period, one additional year of experience, and demonstration of required proficiency.
Community Service Officer II is the journey-level classification. Incumbents may be assigned to crime prevention, patrol, or other police-related functions. Duties include conducting neighborhood watch meetings, developing and delivering special crime prevention programs, providing traffic control, and selective enforcement under the supervision of a sworn officer. This class is distinguished from Senior Community Service Officer , which is the supervisory classification.
PRINCIPAL DUTIES (Illustrative Only)
Provide information and referrals in non-hazardous situations, gather police information, and complete administrative tasks.
Assist with non-emergency and emergency calls as directed; collect, process, and transport evidence.
Observe, report, and follow up on conditions of blight, neglect, and quality-of-life issues; issue citations and notices of violation; investigate non-hazardous municipal code violations.
Prepare for and testify at criminal, civil, and administrative proceedings.
Gather information and complete reports on non-hazardous incidents such as thefts, malicious mischief, abandoned vehicles, lost property, identity theft, and missing persons.
Coordinate parades, events, and other public activities; review applications and permits; coordinate law enforcement response.
Meet with users to determine event service needs; review contracts for compliance.
Input and extract data using computers; generate reports.
Provide traffic and crowd control for accidents, parades, and events.
Conduct neighborhood watch meetings, develop community crime-prevention programs, and coordinate public education activities.
Respond to citizen inquiries; prepare data and reports for targeted crime-prevention efforts.
Prepare, edit, and distribute informational materials.
Coordinate and deliver special childrens crime prevention programs for schools and community groups.
QUALIFICATIONS
Education/Experience
Community Service Officer I : High school diploma or GED and two years of experience involving substantial public contact and clerical work.
Community Service Officer II : In addition to the above, two years of police field services experience at a level equivalent to Community Service Officer I.
Other Requirements
Valid California drivers license.
Ability to work rotating shifts, including evenings, nights, weekends, and holidays.
Ability to lift and carry up to 50 pounds.
Sufficient strength and dexterity to operate trailers and special equipment.
Successful completion of a detailed background investigation.
Bilingual skills may be required.
Knowledge of
Applicable municipal codes, police policies, and procedures; penal, vehicle, health and safety, and business/professional codes.
