Description of Job The Lottery 's mission is to grow revenue responsibly in order to maximize proceeds for outdoor recreation, conservation, and schools for the good of all Coloradans. Primary Job Duties Investigate actual or possible criminal law violations under Colorado Revised Statutes (Titles 18, 24, 44) involving Lottery employees, vendors, retailers, and other parties attempting to defraud the Lottery. Interview subjects and witnesses, write reports and affidavits, execute search and arrest warrants, and preserve evidence. Prepare and analyze evidence related to ticket reconstructions and conduct complex computer crime investigations. Testify at hearings, grand jury proceedings, and trials. Conduct background investigations of retailer licensees, Lottery and vendor employees, and prepare comprehensive written reports. Coordinate with multiple jurisdictions and criminal justice agencies throughout Colorado. Investigations and Enforcement/Security Measures and Assessments Conduct thorough criminal and administrative investigations, prepare clear and concise reports, and respond to inquiries. Serve as a subject‑matter expert in enforcement matters and apply Lottery laws, rules, and claims procedures. Monitor and resolve disputes involving retailers, vendors, and customers regarding prize claims or compliance issues. Provide guidance to retailers and vendors on Lottery rules, licensing procedures, and criminal law requirements. Security Operations Respond promptly to inquiries and requests for assistance; keep supervisor and coworkers informed of critical information. Ensure compliance with Lottery security policies, MUSL procedures, and Division/DOR use‑of‑force standards. Demonstrate proficiency with IGT systems, Kanetec monitoring, alarm procedures, and cybersecurity measures. Maintain professional relationships, resolve conflicts, and provide courteous service while supporting supervisors and coworkers. Professional Standards and Training Complete all required DOR and State training courses and report POST training hours to the POST Board. Demonstrate proficiency with arrest control techniques (e.g., Pressure Point Control Technique) and maintain POST certification. Maintain proficiency with department‑issued weapons, CCIC and NCIC systems, and State fleet vehicle operation standards. Provide and receive ongoing training to stay current on POST, Lottery, and departmental standards. Residency Requirement Applicants must be residents of the State of Colorado at the time of submitting their application. Minimum Qualifications Six (6) years of full‑time professional investigative experience in a law enforcement and/or regulatory environment. Must possess a valid Colorado POST certification that is active, in good standing, and free of restrictions. OR Bachelor's degree in a related field (accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law, psychology, sociology, or related). Two (2) years of full‑time professional investigative experience. Must possess a valid Colorado POST certification that is active and in good standing. Necessary Qualifications Pass a background investigation and tax check prior to appointment. Pass a pre‑employment background check and physical/psychological evaluation. Be willing to work nights, rotating shifts, weekends, holidays, and maintain on‑call status while off‑duty. Maintain proficiency and qualification with firearms and other defensive equipment. Attend all DOR compliance training modules and enforce arrest‑control techniques. Be able to perform heavy lifting (up to 100 pounds) and transport equipment. Preferred Qualifications Residency within approximately 60 miles of the State of Colorado DOR Lakewood office. Knowledge of Colorado lottery rules and regulations. Strong communication and interpersonal skills. Experience supervising administrative investigations in a regulated environment. Problem‑solving and troubleshooting abilities. Ability to plan, organize, and complete reports accurately and concisely. Experience with rule‑making processes and interpreting spreadsheets and data.
