Job Description

Coordinate and perform GIS tasks related to spatial analysis, data creation, and application development.

Meet with users to conduct needs analysis to determine the feasibility of automating workflows and business processes and responds to user questions on applications.

Works under the direction of the GIS Manager to develop new systems and enhancements to existing systems, meets with users to discuss problems and system modifications, researches and corrects system problems.

Designs, develops, implements, and documents programs to meet the needs of the users.

Makes final recommendations for new software and assists with implementation of new software packages, technologies, or programming.

Responsible for coordinating and performing work assignments and follow up as designated.

Assures all work requests are complete. Develops and maintains documentation.

Consults with other staff involved with the implementation and integration of existing systems.

Analyze system errors and makes revisions as required to correct problems.

Provides for optimum utilization of applications and analyses alternate options.

Provides necessary back up in the absence of GIS Manager and Technical Coordinator.

Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

Bachelor's degree from an accredited college, supplemented with major course work in computer science, geography or environmental science or related field.

Minimum of four (4) years' work experience in the areas of information technology systems analysis and programming, with at least three (3) years working with GIS and spatially database workflows.

Incumbent should possess knowledge of cartographic techniques, spatial analysis, relational databases, web and GIS programming.

Prefer application development experience on both the Windows and UNIX platforms.

Incumbent should possess knowledge of relational databases and be familiar with Oracle's SQL and PL/SQL. Web-based programming experience should include HTML, CSS, XML, and JavaScript. GIS programming should include Visual Basic (VB) .Net, Python, Java, or ArcObjects large scale information systems.

Experience in directing team coding projects to successful completion and providing stable documented GIS products.

Valid driver's license required with valid Florida driver's license required within 30 days of hire.

Equivalent combinations of education, training and experience may be considered.

Knowledge, Skills, and Abilities:

Knowledge of UNIX and Windows operating systems.

Knowledge of advanced geographic concepts, techniques, and coordinate systems.

Knowledge of ESRI's ArcGIS suite of GIS software including server products and map production.

Knowledge of GIS data creation, editing, and metadata application.

Knowledge of RDBMS systems (specifically Oracle's SQL and PL/SQL).

Knowledge of object-oriented programming and shell scripting as well as an ability to troubleshoot and debug programming errors.

Knowledge of Object-Oriented design principals and how to document designs using UML class diagrams.

Ability to troubleshoot issues and follow up, coordinate and complete multiple projects in a timely manner.

Strong project management and time management skills.

Ability to train and mentor junior staff.

Ability to coordinate and complete multiple projects in a timely manner.

Ability to communicate effectively, orally and in writing.

Ability to maintain concentration on highly technical/complex problems or projects for extended periods.
