Description This is highly responsible professional and administrative work managing the staff and operations of the Wakulla County Public Works and Revenue Collections Office. Duties include overseeing the everyday activities of the office as they relate to Public Works services including road & bridge, sewer services, fuel, fleet maintenance, and solid waste. Responsible for invoicing, receiving, recording, and depositing county revenues related to the provision of Public Works services, and ensuring that all relevant ordinances are enforced in an equitable manner. Work is performed under the supervision of the Director of the Road & Bridge department.
Examples of Duties REVENUE COLLECTIONS Manages the activities of the Revenue and Collections Department and personnel. Establishes and monitors internal controls and procedures for the collection, safekeeping and transfer of revenue to the Clerk of the Court's Finance Department. Supervises the billing and collection of:
- County Sewer (including oversight to sewer billing and collections performed by COS & PAWS.)
- County Fuel Depot
- County Septic Haulers
- Airport Maintenance Fees
- County Special Assessments
- County Fleet Maintenance
- Flower's Subdivision Liens
- Public Services Tax (PST)
ADMINISTRATION Manages the administrative responsibilities of the various departments within the Public Works division. This includes the following:
- Approving invoices, preparing Disbursement Requests, and reconciling Purchasing-Card Transactions.
- Monitoring Departmental budgets.
- Managing Public Works-related service contracts including Sewer Operator and Solid Waste
- Maintain database of sewer connections
- Issuing Purchase Orders and adhering to County Purchasing policy
- Assist in Right-of-Way acquisitions
- Prepare Concurrency Letters
- Assist in sewer expansion with new customer communication and records retention
- Assist in Voluntary Special Assessments
- Prepare Agenda items
- Set up sewer expansion lift stations utilities
Typical Qualifications High school graduate or equivalency diploma is required; possession of a Bachelor's Degree in accounting, finance, business administration or a related field and four years of professional experience in accounting, finance, or in a business activity requiring the collection and processing of revenue transactions; or an equivalent combination of training and experience. Two years of the required experience must have been in a supervisory capacity.
