Job Description Description SAIC is seeking a
Senior Financial Analyst to provide support to the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) with all phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) process, meeting all OSD mandated timelines for submission of PPBE related documents.
This position is 100% onsite at the Mark Center in Alexandria, VA. Job Responsibilities: - Provide technical guidance and support to the team, including troubleshooting and problem-solving.
- Monitor project progress, track milestones, and provide regular updates to stakeholders.
- Ensure adherence to project schedules, budget, and quality standards.
- Foster a collaborative and productive work environment, promoting teamwork and communication.
- Identify and address any potential issues or challenges that may impact project delivery.
- Assist OUSW(R&E) and team lead in developing the Program Objectives Memorandum and Budget Estimate
- Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.).
- Assist the team in the preparation analysis and evaluation of the effectiveness of programs and operations and analyze financial and budgetary trends.
- Support team and lead documents and briefings for review and use by DoD senior leadership.
- Review statement of work and required funding documentation for approved R&E projects.
- Monitor and support DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
- Assist team lead in preparation of required documentation to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.
- Prepare and participate in Mid-Year reviews and other PPBE meetings as directed by the lead.
- Assist R&E in identifying baseline financial processes and design target financial and business processes and procedures.
- Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases.
- Assist in preparing audit readiness preparing associated documentation.
Qualifications Required Qualifications: - Secret clearance.
- US citizenship.
- Bachelors degree in Accounting, Business Management, or Finance and six (6) years or more of experience.
- Master's degree and four (4) or more years of experience.
- Senior Financial Management and Budget Execution experience.
- Proficiency in Microsoft (MS) Office.
- Strong written and oral communication skills.
- Extensive knowledge and experience with the OSD-level Planning, Programming, Budgeting, and Execution (PPBE) process.
- Experience with acquisition and PPBE process at the DoD and/or Service component Headquarters level.
Desired Qualifications: - Knowledge of funding execution processes, DoD organization and structure - particularly R&D structure of OSD, Services, and Combatant Commands.
