Summary This position is located in Pacific Northwest Region, Region 6 Malheur National Forest in John Day, OR . This position serves as a Fish Biologist and plans, coordinates, programs, and directs activities related to the aquatic and fishery resources, specifically threatened, endangered and sensitive species. For additional information about the duties of this position, please contact Lindsay Davies at [email protected] Responsibilities Provide advice to the Forest Supervisor, District Rangers, and their staff on controversial issues and difficult problems involving fisheries management (including threatened, endangered, and sensitive species). Translate National and Regional policies and direction into Forest level programs and guidance. Recognize sensitive and controversial issues and management concerns and develop possible solutions or responses by incorporating legal and policy direction, standards and guidelines, and current, applicable research, information, and data. Provide leadership for program planning and budgeting for assigned resource management. Serve as a member of Forest Interdisciplinary Planning Teams (IDT). Basic Requirement Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.) OR Combination of education and experience --courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 level in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Provided advice and developed plans related to the protection and management of threatened, endangered, and sensitive aquatic species; tracked an approved organizations budget and planned for out-year funding needs within assigned area of responsibility; reviewed work for technical accuracy and evaluated the effectiveness of habitat improvement projects; provided advice to staff on controversial issues and difficult problems involving fisheries management; developed technical and non-technical guidelines, directives, and methods; provided training of specialists to assure the most current information is used in management of the programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. Education There is no substitution of education for specialized experience. Additional Information Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
